not sure I agree with the author… The only way in which health insurance can be remotely affordable for all is by guaranteeing that all residents have basic insurance. Each state can ensure 100% coverage with heavy subsidies. This is the current initiative in SF (”Healthy San Francisco”) and although we are just starting, the projected stats and economies of scale do look promising….
I think that the author’s point is that if insurance is mandated under the Clinton plan, and particularly if the lack of mandates is attacked as a weakness of the Obama plan, then Clinton needs to discuss how such a mandate would be enforced.
HRC’s discussion of mandates is orthogonal to a discussion of subsidies, unless you’re suggesting that states would subsidize the cost of the mandated coverage and that would solve any free-rider problem.
